Developing: Ruling party candidate Lenin Moreno declared victor in Ecuador election

Reporting from QUITO, Ecuador — The head of Ecuador’s National Electoral Council says ruling party candidate Lenin Moreno has won the country’s tight presidential election.
Juan Pablo Pozo made the announcement on Tuesday. Challenger Guillermo Lasso has been contesting the results, alleging fraud.
