Reagan Needles Congress Over His Two-Term Limit
WASHINGTON — President Reagan offered Tunisian President Habib Bourguiba a bit of a civics lesson today as the two made small talk in front of photographers before sitting down to formal discussions at the White House.
Reagan was asked by a reporter if he would like the title of “president for life” that was given to Bourguiba in 1975 for his leading role in Tunisia’s fight for independence from France.
“I almost was the first few months I was here,” quipped Reagan, who was shot in the chest just two months into his first term.
He added that Congress years ago amended the Constitution to limit a President to two terms and added, “The same Congress that did that can serve as many terms as they want.”
