The former executive vice president of the Aspen (Colo.) Music Festival, William Vickery, has been named National Endowment for the Arts music program director. The program is one of the largest within the federal arts agency, with a 1987 budget of $15.3 million for grants and assistance to outstanding musicians. Vickery will replace Edward Birdwell who left to become director of the Seattle Symphony Orchestra.
