The Philippines plans to sue Westinghouse Electric Corp. over a $2.3-billion nuclear power plant that never went into operation because of alleged safety defects, said Adolfo Azcuna, President Corazon Aquino’s legal adviser. Azcuna said the suit is likely to be filed in the United States “within a month.” Construction of the plant began in the mid-1970s, but completion was delayed by questions about its safety and scandals involving alleged kickbacks to then-President Ferdinand Marcos. The plant was completed nearly three years ago, but Aquino’s government decided to junk it for reasons of safety.
