Developers Insurance Co.: David C. Banfer has been appointed vice president-underwriting for a part of Anaheim-based Insco/Dico Group, a surety bond company. He was formerly supervising underwriter. Banfer has been with the company since 1982. Before that, he was with Continental Insurance Co. and Transamerica Insurance Co. in Orange County.
