Proposal Would Relax Biotechnology Reviews: A Bush Administration plan reportedly under consideration would require less-stringent environmental testing of some genetically engineered plants and microbes. Under the proposal, university review boards--rather than the Environmental Protection Agency--would decide whether some biotech products could be exempted from field testing.
