Mortgage Rates Decline: The average interest rate for a U.S. 30-year fixed mortgage fell to 8.13% in the week ending today, from 8.19% the previous week, the Federal Home Loan Mortgage Corp. said. In its weekly survey, Freddie Mac said the average rate for a 15-year fixed mortgage fell to 7.65% in the week from 7.74% in the prior week. Average interest rates for adjustable mortgages decreased to 5.38% from 5.44% seen in the previous week.
