Chiapas Governor Has Plan for Peace
A Mexican governor said he has a plan to bring peace to troubled Chiapas state, including talks with leftist rebels and disarmament of paramilitary death squads. Gov. Roberto Albores Guillen told a crowd of 6,000 people in Tuxtla Gutierrez that his program will bring economic reconstruction to the area where Zapatista guerrillas rebelled four years ago. The proposal calls for dialogue among the Zapatistas, peasant organizations and political parties, as well as for disarming paramilitary groups that human rights activists say are linked to the ruling Institutional Revolutionary Party.
