The Tustin holding company for Sunwest Bank said net income for the fourth quarter declined 21% to $290,000, or 3 cents a share, from $365,000, or 4 cents a share, for the 1998 fourth quarter. Net income for the year rose 31% to $1.7 million, or 18 cents a share, from $1.3 million, or 14 cents a share. Total assets grew 26% to $191.3 million from $152.1 million.
