* Alcatel, Europe’s No. 2 telecommunications-equipment maker, said it will enter the North American market for office voice and data systems in a bid to challenge rivals such as Lucent Technologies Inc. Alcatel will sell products that allow businesses to combine voice and data services on a single phone line using Internet-based technology, a market it said could be worth $2.8 billion by 2003.
